This is a true enemies to lovers, and the story begins after XJL kills Teng Yun (MC) himself after capturing him.
We are seeing the story from TY's eyes, so there is some element of unreliability there. TY is of course biased and wary towards XJL for a long time, and to him, XJL is mercurial, difficult to read, arrogant in the way that royalty is, ruthless, and hides his thoughts behind a smile.
XJL is actually all that, but we also see from TY's admissions that XJL is truly a good emperor. Many readers were angry at the way XJL killed TY at the start, but it was because XJL acknowledged TY's military genius as an enemy commander that he couldn't let TY live and return to threaten Xue country again one day. Even early on in the story, the newly reborn TY already admits that XJL is quite benevolent as a ruler; he is smart and strong enough to control the court, he doesn't tolerate dissent, but he also values family (see: his good r/ship with Xue Houyang and the crown prince), respects and admires talent (often willing to spare talented enemy ministers or generals if they are willing to surrender and work hard for Xue), and is not ruled by his own desires. As a husband, he is patient and respectful and doesn't cross the line with his teasing, both before and after he realises that the Empress / Marquis Tengnan was actually TY.
To me, for all that TY is a military genius, XJL is the most intriguing and well-written character, and very worthy of TY. And when he does fall in love, we get to see the invulnerable, scheming and coolheaded Emperor laid low by feelings of hesitation, worry, and anxiety when he sends TY off to war.
Plus point: The political drama of each country is so well fleshed-out, it feels like there are no true villains in the story (except for one or two). In the end, each person (for all their flaws, cruelty and ruthlessness) is only human, and also has their good points and their own darkness. Feng Ming is another strong and cruel king, but for the sake of his guilt and love towards Zhao Lu, he endured a lot of mistreatment. Xue Yu is cunning and openly ambitious against his own elder brother XJL (and may never change), but he also learns from his defeat and realises that despite being royalty, he is not as clever as his adviser Lang Jing.
