Yes, "no drama" is in quotes because some of these have the drama tag but upon reading them, I don't think they're really as dramatic as other works which have the same tag. 
"Completely translated arcs" means that the series could be still on-going but you can finish reading it up to the end of an arc, so you can avoid getting blue-balled. (If you still continue reading, then that's on you!)
